Make turning monitors off not move things

Any way (in Windows 10) to make Windows think a monitor is still on when it's off? I have 2 analog monitors and 2 digital ones, so if I turn the analog ones (VGA) off it of course doesn't move anything but the digital ones, it moves all of my windows (but they don't go back to normal when I turn them back on). Any way to set it so that Windows won't move anything when I turn off the 2 digital monitors?
