Problem when restarting my PC

Sometimes when I restart my computer it randomly just does nothing. The fans and leds are all on, but nothing shows up on the monitor, and keyboard and mouse does nothing. The only way to solve that I found is shutting it down using the power button, and restarting it. It works perfectly fine then. Please help fix this thanks

When is this happening? Is it after or before the computer turns off?
