Looking for AE & AME faster preview/render upgrade tips

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 

Existing parts: Intel Core i7 8700k (running at stock speed), G.SKILL Ripjaws V 16GB (2x8GB) 3200MHz C16 DDR4 RAM, ASUS TUF RTX 3070

 

Question: Previewing most 4K videos (even in Quarter quality) in After Effects is really slow and even rendering some of those videos take time in Media Encoder. I've already applied the tips that are given on YouTube, but doesn't improve the speeds. What part should I upgrade for faster preview/render times?

faster CPU. I just replaced a 16 core xeon with a 24 core ryzen and the difference is astonishing. Also, faster graphics card. and as much ram as you can muster.....
