Heat sink CPU help

This is even worse than the heatsink inside your laptop, no it's inadequate. This is a long strip of passive heatsink that you can cut into pieces and stick onto low heat components like video memory, SSD controller etc.

Can I put this (image below)heat sink directly on a cpu. I’m trying to turn a laptop into a desktop and want to upgrade the cooling on it. 
 

For those wondering, reason why I’m doing this is because my i9 9980h and rtx 2070mq is too hot inside the Alienware m17 r2 chassis. And yes, I’ve tried undervolting and repasting it.

If you have no need for mobile computing, perhaps you could sell your laptop and build yourself a new desktop? (It's always fun to have a reason to build a new system)

I don’t want to sell it because I’m trying to turn it into a really small form factor pc with good cooling. The motherboard is very small.

Laptops will always be limited in their potential due to power and thermal issues.

 

You'd be much better off building yourself a small form ITX system.
