Similar hardware huge fps differences

Hey!

First of all this is my very first post on this forum so please if I do anything incorrect, help me out.
So I have a very old pc which I built in 2017 and it should have been functioning as a media server for a long time but thanks to the very high gpu prices in my country I am still using this.
Me and my friends just started to play with rust and I am having a really bad fps averaging around 40. One of my mates has a similar build and when I tried to use the same ingame settings (everything all the way down) he still had 40+ more fps than me and it is driving me crazy because I really couldn't find the answer for this issue. (Tested other cpu heavy games aswell like csgo and pubg and same happens.)
He was kind enough to try out everything on a clean windows install with me with the latest drivers but still, nothing changed.
The first thing that comes to my mind is the ram but still I find the difference way too much.

My system:
cpu: i3-8350k @4.4GHz but tried on stock aswell(I know, I shouldn't have used it for gaming.) 

gpu: gtx 1060 6gb
mobo: gigabyte Z370P D3 (latest bios)
ram: 2x8 (2400 MHz)
PSU: an old 550w bronze corsair one
SSD: adata xpg sx8200 pro 512gb

 

His system:

cpu: i3-8100

gpu: gtx 1060 6gb
mobo: asus prime z370-p
ram: Corsair VENGEANCE LPX 16GB (2x8GB) DDR4 3000MHz
PSU: evga white 600w 80+
SSD: 970 evo 1tb m.2ssd

The difference in RAM speed can be the main cause of the issue.

But in addition to that other things can also worsen it,monitor the clock speeds and temps on both systems and compare..

 

Try your friend's RAM kit and see if that solves the issue.

What are the CPU and GPU temps? And how is CPU and GPU usage? Are you both playing at the same resolution?

 

When you tried a clean Windows install, was it on your machine or your his? If not on yours that may be the problem, because it definitely gets slow after like 5 years. I personally reinstall like once every 2-3 years unless I have a software related issue I can't fix.

 

For the difference in RAM speed it definitely shouldn't make the game that much slower.

While I think the RAM speed definitely makes a difference, the 3000 kit shouldn't be 2x faster than 2400, especially on an 8th gen i3. Unless OP has the RAM in single channel (something not slot 2 and 4), because that does give a big performance impact.

Sorry I forgot to write about temps. Everything seems to be very optimal, cpu is around 56°C and the gpu runs between 60 and 68 °C.
Both systems had a clean install.
Ram channels are used correctly.
The cpu clock speed is always 4.4GHz while playing however the gpu clock speed is constantly changing.
The resolution is the same aswell as all the other settings.

The clock speed changing probably means you're CPU bottlenecked. Can you look at MSI Afterburner and see what usage % is like for both GPU and CPU?

As i said i do think that it's not only the RAM,but there is also something else that makes it worse.

Not necessarily,it's a normal behavior for NVIDIA's boost algorithm.

The clock speed depends on the temperature:

The lower the temperature under full load the higher the clock speed

How is your friend's GPU usage in comparison to yours?

That's what you want - 100% GPU usage.

How is your GPU usage with the CPU overclocked?

What applications utilize the CPU the most while you game? and how mow much do they utilize?

 

Set the game to windowed mode and test that.

 

The CPU utilization seems like the main culprit to your performance issues.
