3700x with pbo on

I had a manual OC on all cores of 4.175ghz at 1.20v and I was doing a BIOS update so I just turned on pbo put my RAM timings in and volts and left everything else on  auto it now runs my core at 4.375 to 4.405 ghz but it use 1.450 to 1.5v is it normal and is it sustainable long-term

It's fine as long as temps is ok. 

Also don't confuse VID and vcore.

That's about average for Ryzen 3000 and 5000 CPUs. You usually do want to undervolt it for it to last longer, but it's not that big a deal.

When I'm doing it all corr load like cinebench temperatures hit 71c when playing games it's about 52c , I did do an all core overclock and it worked out about 4.175 for 1.20v full stable

It's fine, PBO performs better. Also Ryzen scale with voltage very well, even if clocks where the same, you'd get better performance with higher voltage.
