Account got hacked need tips in recovery.

Because of a phishing attack from my discord account. His steam account was stolen with password and email changed. How do I help him recover his account. No methods have worked so I choose the 'Contact Steam Support' option.

P.S no 2FA was enabled.

To expand on @lewdicrousanswer, Valve will need to verify your friend's ownership of the account, by either the credit card(s) on file, or by viewing the account history to see the email change. In any case, this is going to involve the effort of a live human, so there's nothing that can be done without contacting support directly.
