11400f not turbo boosting properly at first then it does after a few games

I just got myself a new 11400f and a z590 motherboard from msi and ive noticed a weird bug

every day when i play a few games my framerate seems to bew lower than it should be and when im checking the turbo boost frequency on HWinfo it says that my cpu is only clocking between 1.5 and 1.6Ghz and after a few games it normalized again where im getting a all core boost of 4.2Ghz
Ive had this issue for a week now and idk what to do anymore.
