Block the specific Windows 10 -> 11 update KB's in WSUS.
Or disable automatic updates and decline any that include the migration tools (ex. https://businesshelp.avast.com/Content/Products/AfB_Management_Consoles/PatchManagement/RecommendedWindowsUpdateConfiguration.htm).

Alternatively, disable secure boot and/or TPM. This should make your PC "incompatible".

Just be sure you're not using TPM for anything encrypted right now or you'll not be able to decrypt it again.

Just don't click upgrade. It will never happen without your approval.

It might not happen yet, but this is Microsoft we're talking about. They're gonna do that at some point, just like they did with Windows 10. It'll be something like "Auto updating to Windows 11, click no in the next hour if you don't want us to do that" and send that message at like 4AM.

As for how to get it to stop, there's probably some registry tweak, but the easiest option is to make sure that TPM and/or secure boot is disabled. If they're disabled, it just won't update (at least as of now, we won't know in a year or so). Just make sure you aren't actually using any of those features with anything (i.e. bitlocker).

Just disable TPM and leave it disabled. There isn't really a reason consumer consumers should have TPM enabled anyway, so just leave it off if you aren't doing anything with encryption.
