Is it safe to change 3 pin fan cha_fan connected through bios and use manual speed? This is for loud noise

Yes. You can turn the fans down however you would like.

this should be in the Cooling or CPU,Motherboard, Memory subforum. But yes its perfectly safe.

You set it to PWM if you have a 4pin PWM fan, or DC if you have a 3pin voltage controlled fan.
