i7-11700kf stuck at base clock speed of 3.6Ghz

i have a pre built system with an i7 11700kf cpu using an asrock z590 motherboard. no matter what i do, the cpu will not go past 3.6Ghz. turbo boost is enabled in the bios as well. im not sure what to do to get it to the 4.9Ghz that it should be able to turbo at.

SuperPi (v1.5 from Techpowerup, PI value output) 16K: 0.100s 1M: 8.255s 32M: 7m 45.93s

cpu temps never get above 54c while running cinebench. it has a dual fan aio radiator setup from ibuypower on the cpu. its not a thermal throttling issue as it NEVER goes above 3.6Ghz even at the start.

im thinking its in the uefi, but i dont know what to change to get it to turbo.

there is a review on best buy about the computer i have, they said they changed a setting in the uefi and got the cpu to turbo, but im not sure what to change to get it to work.

got it working properly. changed one setting to auto and it bumped up the cpu to the 5Ghz turbo that it should be running.
