GPU(gtx 1650 gigabyte) is at 31 degrees celsius while idle.Is that safe?.My setup:i5-9500,GTX 1650,16 GB DDR4 2666 MHz RAM, 240 GB WD green SSD , 1 TB seagate barracuda

Just to prevent any future worries about temperature, your GPU will be fine even at 85 degrees, same with your CPU.

I'd say with your setup there's no need to worry about temps, as none of your parts get particularly hot.

Yes, 31 in CPU talk isn't really hot at all. Now if it was idling at like 80+ you would have a real problem.
