pretty sure I just broke my PC

egishlol

So, me being the idiot I am overclocked my palit rtx3070 GPU by 2400hz. Now the software doesnt let me change the offset. I have uninstalled all nvidia drivers, tried safe mode.

So thats problem number 1

Before all this I noticed that my GPU is running slow, turns out that its running 30% slower than it should be.

regarding problem 1, like others have said you should need to get rid of any oc software you have, ddu the nvidia drivers and reinstall them from scratch.

regarding problem 2, when you say it was running 30% slower could you elaborate?

If you face any problems to disable the overclock just go into windows safe mode and delete the overclocking software. I hope i was able to help you!
