Vsync Doesn't Work

No matter what game I play I cannot get my vsync to work. Normally my fps would cap out at 144 with vsync on but now with it on it goes right past that and is not as smooth. I also noticed that in my windows advanced display settings has my fps capped at 143 and it wont change to 144. Please help.

You've forced Vsync in driver settings? Or in games?

 

What are the specs, including monitor?

Yes even if I force it in Nvidia control panel it still doesn't cap my frames. 

 

Specs 

Rtx 3060 asus tuf

Ryzen 5 3600

Msi x 470 gaming max motherboard 

Seasonic 650w psu

View sonic 144hz freesync monitor

Tried uninstalling drivers with DDU?

I have had this happen to me and it is usually a driver issue. Nvidia fixes one thing and breaks two others.

I would at first roll back drivers when it happened but that gets old.

Now I set Max Frame Rate in the Nvidia control panel and let VRR do its thing.
