Whty is my 5800X runnung below base clock?

Considering you have no load on your CPU its supposed to lower clock speeds. If the problem occurs when you are running a game or doing something CPU intensive then come back.

Anyone know why my 5800X is running BELOW the 3.8Ghz Base clock? 

How do I fix this?

For PBO off and a stock setup, that looks about normal. To truly see the clockspeed, you'll want Ryzen Master.

Run a cou benchmark like cinebench, and you'll see it pumping.
