Need help picking parts $1000 usd

Budget (including currency): $1000 USD

Country: USA 

Games, programs or workloads that it will be used for: Rust, Valorant, 3D modeling and Game dev with unity / Unreal

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): I don’t need any peripherals and if the gpu is to look for used on eBay please tell me the price range. If a 3060, budget has to be higher than 600 or I won’t find one.

Still not good enough to beat 6600XT, CUDA doesn't matter when card itself is way slower.
