Mystery App is always preventing my PC from Shutting Down or Restarting

Been seeing this for many months now...

When shutting down or restarting, a blank app (or occasionally two), that I've been unable to identify, has been showing up and interfering with the process. While I've not noticed any other malicious behavior on my PC, it is still unsettling and suspicious.

 

Anybody know of any tricks to figure out what this app is?
