Question about CPU watercooler

Should the fans on the radiator be on at all times but low and then ramp up depending on heat or only turn on and ramp up when computer is hot.

You want the fans to be as low as possible while maintaining acceptable idle temps. If you can get away with having the fans stop with what you find to be acceptable idle temps, then leave the fans off until the system is under load, but you would need a ton of radiator capacity to do that, and you're probably better off just investing in fans that are inaudible at low RPMs and a decent amount of radiator capacity rather than trying to get the system to be passively cooled at idle.

Depends on the brand/setting. Some AIOs are off until the CPU reaches a certain temp and then turn. All fans follow a fan curve that is usually set in software. Usually ramping up with how hot the CPU gets.

Personally id say just set it to the fastest setting that isnt audible at all times and once it gets to ~75c ramp things up abit, above 85c and just full blast, thats what id reccomend as a fan curve

High fan speed is better for cooling and is fine as long as you don't find it too noisy. 

If you want lower noise and don't mind higher temps, you can use lower fan speeds.
