CPU condition

Just wipe it with a tissue, water will work fine as long as you dry it completely, though i tend to use 99% isopropyl alcohol cause its also pretty good at cleaning, prob better than water tbh

Yea seems like it's fried.

Though what might have caused it?

Do you know if the CPU is functional or not??? This raises some eyebrows but if it's working, then I wouldn't worry about it too much unless you are seriously overclocking it possibly.

You can't just wipe urine off, you have to clean it.

You're most likely losing the motherboard, CPU and RAM.

I don't even want to know how your cat was able to pee on your motherboard, and why it's still alive.

Do you know what urine is and contains?  All that is left on your components.

The parts themselves may be fine, it may be the motherboard that is the issue.  You need to test all parts in a known working motherboard to be sure.
