That sounds like an expensive endeavor to say the least, the Steam library is so vast at this point(40-60 thousand with a rate of 8 to 11 thousand games a year released on the platform) it will take a lot of people a long time to go through it all. I imagine that this is likely a multiyear project and all but the most popular of titles will have an unknown rating at the Steam Decks launch.

They can just pull most of the data from protondb,  should take a few weeks top, and it doesn't have to be accurate,  initially,  or ever. It'll be "good enough"
