GPU on despite PC being shut down

I have a Gigabyte Geforce GTX 1050ti. When a HDMI cable is connected to it the GPU fan starts spinning despite the PC itself being still shut down. Also following shutting the PC down it just remains on until I remove the HDMI cable. If anyone can understand this...is this a genuine issue or is it fixable by myself?

Yes only when its in. The HDMI is connected to a bi-direction switch too as my xbox is plugged into the same monitor. Could it be a combination of power running backwards along the cable so?

You tell us, unplug this HDMI cable from that switch and plug it back into a normal HDMI port on a TV. Does this still happen?
