I’m still not certain that he doesn’t have other processes running using his CPU. That graph isn’t telling this critical information.

Weird. One last thing i can think of short of resetting the whole machine to a fresh install of windows.

Is the game running off the hard drive you have or the ssd?

It could be the low vram of the 1650 is causing you to be throttled by the drive speed as it tries to pull textures it can't hold in the vram. Is there a setting in game for lowering texture resolution? Try that and see if it improves. If it does, you might want to move the game over to your boot ssd, or swap the hdd for an ssd

I will try this when I'm home and inform u asap. 

Meanwhile, is there a score test I can take and compare it to the typical score of the processor online? Maybe to check that my processor is not running below normal.

Well from that screen shot it looks very much like CPU thermal throttling (not power) that's the one thing you really don't want to see while gaming,  but yeah.

 

You can try a laptop cooler, use an external power source, like a phone charger for it. That "should" improve things... 

 

Then check if you still see

 

thermal throttling  - "yes"

sometimes I alt tab between ongoing games and see that processor is running at 60~70 degrees  but 100% utilization

I get it that its a cpu hungry game but I've seen others play it with that processor and runs more than fine

You need to cool your pc / laptop,  or live with it.

 

Also tip, you can just play the game normally in full screen and let hwinfo64 run in the background, and then check later if you're running into thermal throttling...

You will, already seen it again,  max temp 97c, thats throttle territory for you.

I've seen it go up to that level but it's only instant and goes back to normal again

idk if that's something to worry about or not. maybe an explosion or something took place so it ramped up for a second.

You can download the trial version of 3dmark for free from steam. You can run the basic benchmarks from that and compare scores to the same hardware based on that if you want.

 

Did you ever try disabling the CPU turbo boost? Did that have any impact on the fps? Also the switchover to the SSD.

I'd recommend only trying one at a time to be sure, but either may help
