If the picture is accurate in that it has two stick of RAM, then yes, it is dual channel. Being advertised as 3000 MHz would have to be with XMP since it's over the JDEC standard speed, so you should be able to enable XMP if not already enabled for you.

ehhh also i forgot to clairfy what about the mobo does it have enable xmp?

Since the listing doesn't give the specific motherboard model I can't say with 100 percent certainty that they haven't installed some super limited BIOS without XMP support.

 

But, given they advertise the RAM at 3000 MHz, and that can only be accomplished via overclocking/XMP, I'm 99.9 percent certain you can enable XMP in the BIOS.
