VAT is not the same thing as import fees. There's not enough info here to say anything for sure, but as just one example, if it happens to be imported from the U.S. there could be tariffs attached, which can be up to 25%.

Not for exporting, per se. It gets complicated with some of this stuff. If any of the components on the board were manufactured in China, the U.S. charges a tariff on the import into the U.S. If that item then gets shipped internationally from the U.S. it's likely the tarriffs would be pass on to the buyer. So, even though there's not necessarily an import/export fee from the U.S. to your country or even from your country and China, because it hopped through the U.S. along the way, there is. That's just one example. There could be any number of similar fees attached along the way, regardless of origination or destination, assuming it isn't a straight trip from point A to B.

Usually shipping companies ding you for VAT and then a "processing fee" there's really nothing you can do about it other than buy things locally
