This is what I would build. It's an APU system, so you don't need to go for a GPU, at least right away. Plus it leaves you ~$600 for a GPU, so you can decide to wait and get a 30 series (something like a 3060Ti or 3070) or if you can't wait and really want a fast gaming PC right now, you can buy a scalped card (please don't, but it's your money). The APU should be able to tide you over plenty until you can find a decent GPU at a good price at least.

There are a couple things you can change, like adding in another RAM kit so you get 32GB (you probably don't need it, but if you want to be super safe, it's an idea). The case is an option if you don't like the look, but this one is easy to build in, has a lot of air flow, and is cheap. If you do manage to score a GPU before you buy this, you can swap the CPU out for either a 5600X or a 5800X for better performance. The system is designed to be upgrade-able and able to handle most components you throw at it (besides maybe a 3080).

EDIT: Should've mentioned the monitor. I just picked one of the cheaper 1080p 144Hz panels. It's fine. Someone more experienced than me can probably recommend something better, and trust them more than my pick

The price might fluctuate on that gpu, but there are some decent third party sellers on amazon, if you can live with that. The market is what it is, sadly.

(Platinum Micro, Inc. and TheTechGroup would maybe be the only options for sellers on this alternative gpu)
