PSU is only 10$ difference, So that's nothing you can say 😅

And you should definitely avoid WD Blue SN550 at any cost right now. They are changing parts and making drive around 50% slower...

If it's possible to get 3070 for 800$, It definitely fits the budget and is best option.

if you are willing to scale back on the memory rgb you could definitely go for something a bit cheaper and you could probably go for 32gb of ram unless your doing some very intense editing. also for the cpu cooler i might get a cooler master 212 who black with a noctua fan or a be quite pure rock 2 with a noctua

A thought anyway. 
An 11700f should be cheaper and nearly the same speed. With that  You won’t be using the iGPU anyway with the 3060. Of course the price difference may not be much.  I don’t know.  I don’t know if the 11700 stuff comes with a stock cooler or not. If it does it will do fine since you can’t overclock anyway, and there’s another bit of money that doesn’t need to be spent.  Hardwareunboxed did an interesting piece on b560 motherboards where they found that some were much faster than others.  I don’t know where your particular board lands on that but it might do with looking into. might need that money for a different motherboard.  My memory was the faster ones were more expensive.  I have no opinion on the memory one way or the other. 

 

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

Also, Get a montech X3 mesh case, Or any mesh case for better cooling. 

His case wasn’t too bad if he used the mesh front panel rather than the glass one.  A liquid cooler more or less makes cooling semi moot anyway. That is a hotter cpu.  Too hot for his original cooler choice.  I don’t know what the cheapest available cooler capable of cooling it is. If that’s it, that’s it.  There are some bigger air coolers that would also do it.  I don’t know if they’re cheaper or not.  They absolutely would require the mesh front though.

I also value aesthetics, So that's why I pick liquid cooler over air one, I don't really like how those tower coolers are looking 😄 But it's personal preference and good air cooler definitely cools better than cheap AIO.
