No, that's not how those cards work. It's a coprocessor card, not a GPU. It's designed for crunching data.

No it wouldn't run barely anything

"Server cards" doesn't mean the same thing about every card. The card you linked would have likely been used in a workstation, not a server. Server GPUs can run games and such, but it's not really something you'd want to start out with.
