Cpu fan recommendation?

Assuming you still have the i5 8400, I'd recommend the Vetroo V5. It's inexpensive, but effective. I used that one with my i5 9600K and it was excellent. It even gave me decent OC headroom, to the point that at 4.8GHz all-core temps never got above the 70s.

So i'm looking for a cpu fan someone recommended arctic freezer 34 which i did buy about a month ago and it hasn't arrived so i got refunded and i'm looking for other suggestions for a 70$ budget etc

Would be appreciated if someone suggests multiple ones with different prices because buying online the shipping alone sometimes is 30$ and as to why i should buy it,my cpu temp is reaching 90 whenever im playing any hardcore games i wanna get a cpu fan that can handle oc as well.

It looks like they're about the same price and both are good options. Amazon has a $2 coupon for the V5 that makes it a bit cheaper right now, but it's only $2. I think you'd be happy with either of them.

 

Personally, I think the Vetroo V5 looks better than the copper/aluminum bare metal of the Arctic 34.  You can choose all black or all white to match your build, and it offers aRGB as well. So if you care about aesthetics, the V5 is the way to go.

 

The only issue I ever had with it is that, when I ran the fan at max speed, it got rather noisy. But I just set the curve to only ramp up to the max if the temps got to 80C, and it was never a problem. The 5 heat pipes are very efficient at getting rid of heat, so you don't need the fan to run that fast. As long as your motherboard has a 4-pin PWM fan header, it should be fine.

 

If you still aren't sure which is better, Hardware Canucks recently did a round-up of budget coolers that involved both (although it was the 34 eSports varient). The Arctic 34 did a bit better than the V5, but they were comparable, and both were picked among the best coolers in the conclusion:
