cpu is stuck 100% (i5-2400)

Cause its an old and weak CPU. Check task manager what apps and programs thats utilizing it the most.

i have the same cpu in one of my older pcs.... i dont have a problem with it being pegged at 100% constantly but it will occasionally do it when downloading a windows update.....

i get that its weak and old but when i launched with only factory settings it was still at 100%

Check the rest of what he said. You need to check task manager and organize the processes by CPU usage to see what's actually using the CPU.

what it does is when an application is taking, lets say 70% and i end the task, the task after the one i just ended takes 70% aswell until it gets to system which i can't end.

on some systems windows uses a lot of resources for 1-2 minutes after boot. It stops doing that though *when left alone* 

 

you also really should end any tasks, unless you know exactly what you're doing.

 

just let it run for a couple of minutes, see if it settles down (it should)

ill restart it and in about 6 minutes ill give you a response

ok i have news, the disk is at 100% and then cools down to 0% after some time but the cpu stays 100% the whole time even when every task is at 0%

the only 2 tasks using cpu are system interrupt and desktop window manager

and that makes up for 100% usage? 

 

try sorting for cpu usage maybe its something else going on (like updates or something)

The problem is not present in safe mode I just checked. You got any idea what it could be now?
