So looking through my Plex settings and adding a burner guest acct for roommates(I know kinda a control freak move), and it says that the server library isnt available outside my home network(dual routers issue), except that it IS available with my phone's mobile network..... is this a known bug? Anyone have any idea what this is about? UPnP is enabled in routers' software.

Account wise you can make managed users accounts in the Plex dashboard. That show me and my folks are set up. Each of us has our own account. You can specifically allow specific libraries for each user as well. 
 

As far as access outside the network.UPnP won’t work with double NAT. And even port forwarding can be made harder by double NAT. So how you have access on your phone’s network is beyond me. 

I just want to sit back and watch the world burn.

Yeah, I think it might just be misreporting? In have a netgear r6120 and a fios quantum gateway.... would that maybe have anything to do with it? both the computer and netgear are wired connections. Computer--->Netgear---->Fios quantum

Double NAT is your issue. You never hook a router to a router as it causes this type of problem. Too many people just don’t know any better. 
 

You can put the Netgear router  after the Verizon box in AP mode. Or you can replace the Verizon box with the Netgear. Assuming you don’t have TV service with Verizon and you can run Ethernet from your ONT.

Then you do port forwarding on the Verizon box. You’ll need to check the Plex FAQ pages on what port it uses. Make sure you also port forward the firewall built in to the OS of the server as well. There are settings in the Plex dashboard for remote access. You will set the maximum upload you want to use.
