For the price, a 5800X will stomp the 10900K. Personally, I wouldn't go Intel at this point unless it's under $400. You still have the 5600X offering competition at the the $280-300 level, but there's cheaper Intel 8 core chips that can beat AMD on performance for dollar below $400. Once you're getting close to $450, Intel has nothing that competes with AMD.

You can easily get all AMD setup at that price, you only need Intel if you gonna run 1440p and get a 3080.

I want the Radeon 6600 mainly for better Linux drivers. Either way, the GPU needs for the games I play are extremely modest. The GTX 745 has met my needs fine, and it's only now a few games I play that it is struggling with on good settings. 1440p on an ASUS pb277 @75 Hz is the monitor is all I'm driving.

The i9-10900K seems like an interesting CPU to play with because, with that Noctua, it seems to be able to run at nearly 5 Ghz turbo on a sustained basis. I'm envisioning that making for some nice compile times.

I'm also interested with Intel to play with that Optane M.2 to speed up the HDD.

This motherboard will probably blow up if you try running a 10900 on it lol. You also won't be able to run 4000mhz memory on it.  You should at least use a z490 board with that CPU. 10900 is a good CPU, having 10 cores should give you some "future proofing." Some motherboards I would recommend:

Not really a good GPU to match with a 10900, either go up with the graphics or consider going down to an i7-10700 or i5-10400; these are good value CPU's right now.

Oh missed this, you might want to consider getting a ssd with a dram cache. Here are some recommendations:

5800x will crush that 10900

And the k cpu is useless since you are pairing it with a non oc mobo

If you really want a maximum single thread pc go for an 11700k and oc the shit out of it, 11900k is just a binned version of the 11700k so dont bother

For 1440p 75Hz the CPU doesn't really matter, any recent CPU should achieve that. If you don't need that much GPU power you could try getting by with your current GPU until prices are better and upgrade it then, as the 6600XT have a horrible MSRP and most likely will be extremely hard to obtain at that MSRP.

For compiling Ryzen should be the way to go in most cases unless you can get the Intel for a good price. I would consider either the 5800X with the Noctua or the 5900X with a cheaper cooler, something like the Scythe Fuma to cover a bit of the cost difference. Try looking at Phoronix for reviews of the CPUs and check if the price/performance difference makes sense for you, you can also check other sites like Anandtech, Techpowerup and Techspot for some extra information on performance in other areas.

The GTX 745 has performed well for a lot of years. TW: Warhammer 2, however, runs poorly on it, and the upcoming TW: Warhammer 3 looks like it'll be even worse, or may not run at all. The i7-4790 still performs okay, so in ordinary times I'd consider doing just a GPU upgrade, but the 745 is living in a Dell XPS, with one of those tiny, underpowered oem power supplies.

I figured given this, and the fact that it's been like 7-8 years it's time build something new. Even if I didn't badly need a new CPU, there's an embarrassment of riches right now to choose from on AMD and Intel. GPU availability being what it is, this new system might need a placeholder GPU to start with, but I think it needs to be a skosh better than 745. If I did get lucky on the 6600XT, with my modest GPU needs that could last me a very long time indeed.
