If i can Stream from a i3 10100F

I Just wanna Ask if i could Stream 1080p60 FPS x264 encoder on OBS with a i3 10100F with no GPU. It is supposed to be a streaming only pc so it will be tackling Only the streaming. 

Or should i use the hardware encoder for a better stream?

Will it be a smooth stream with little fps Drop?

Where is it getting the video from? A capture card?
