GPU problem

Today i was using my computer like normal and i was try to open unity hub and it was not responsive, and after i close the hub and want to play some games suddenly it was running very slow like one frames per second when usually i get like around 120 fps, and then i try to reboot my pc but its still the same, after i check task manager while the game running the gpu usage was capping around 20% when usually it was almost 100% all the time, so i cant run any task that run heavy on gpu, can someone explain what is happening and how to fix this
