Most likely this. But doesnt mean your ram bottleneck isnt wrong, considering how GTA really loves fast 4 cores and needs a lot of RAM available to it.

basically could be both CPu and ram problem. but probably he is running SIngle channel

Is that a single stick of 8GB? Running single channel is a huge problem, and definitely will impact your performance.

 

Also, based on the graph, you're exceeding you RAM capacity, and are therefore paging to the filesystem. As soon as you start paging, you're basically done. Performance is going to fall off a cliff.

 

Add another stick of 8GB, and all your problems will probably disappear like magic.
