best amd cpu for a 1660ti?

is there any amd 8 core cpu that wont bottleneck it or will i have to use a 6 core?

This is idea of "bottlenecks" is massively misunderstood and thrown around far too often by those less informed. You want to worry about an underpowered CPU, you don't have to worry about an overpowered CPU. Ideally, your GPU should be running at 100% usage or near enough and not waiting on a slow CPU. 

 

If you're playing at 1080p which I suspect you are if you're using a 1660Ti, you want the fastest CPU you can get.

For the most part, no. But if you're willing to invest a bit more, I would recommend going with at least 8 cores so that you could upgrade your GPU in the future without being bottlenecked/having to swap out your CPU.
