Games, programs or workloads that it will be used for: 
Workloads: Mainly gaming, programming and voice-over work, with occasional video editing and 3d modelling / animating.
Some (demanding) games: Battlefield Games, Minecraft Java Edition (with tons of mods), Space Engineers
I also play some ancient games (mid 90s, early 2000s) for nostalgia reasons, and some niche indie games
Some programs: Blender 3D, Vegas Pro 18, Photoshop, After Effects, HandBrake, Unity Engine, Visual Studio (isn't demanding by itself but the compilation times get real long for huge projects)

I haven't checked the prices or the availability of the items in my country. However, I can wait for about two months before buying the parts. I can also buy the parts from various places when I find them in stock.
I do not need any peripherals except monitors.

Having built-in wi-fi module is not necessary, but it is a huge bonus for me since I can not have a wired connection.
I'd prefer the system to be quiet if possible. I don't mind the noise while playing video games. However I do record programming / 3d modelling videos from time to time and removing the background noise is a little tricky especially when the fan can't decide whether to ramp up or slow down.
I do not care (much) about the looks, so I am especially open to case suggestions.
I could swap Ryzen 7 5800X with Ryzen 9 5900X, as long as I am still in the price range.
I have mainly picked Asus parts, since I have had good experience with previous products of the company. I am still open to suggestions, especially for the RTX 3080 as I do not know whether there are better RTX 3080 cards in a similar price range.
I have been using a laptop for the past 5 years and the main reason I am upgrading to a desktop is because my poor laptop's power supply can not support having 5+ USB devices connected to it. (keyboard, mouse, audio interface, HDD dock (for backup), cooling pad, occasionally additional devices(though USB hubs))

Other questions:

All the systems I have used up until this point had an Intel processor, is there any chance that a game I could play on an Intel machine will not work properly on an AMD one? (Asking this especially for less popular indie titles)
I have never had a multi-monitor setup before. I know that RTX 3080 is powerful enough to run two 1920x1080 montors simultaneously, even while having a game on ultra on one of the monitors, yet is it sensible to have a second dedicated graphics card for the second monitor?
I plan to use the second monitor for simple tasks, (for reading voice-over scripts, watching videos, or for programming), I have decided to have the same monitor so I do not have to worry about color/brightness/bezel mismatch. Is this a logical enough reason or could I get by buying a cheaper monitor as my second monitor?

Not reasonable to get a second gpu for second monitor that won't be doing much graphicizing.
(Monitors) Sounds like a personal preference thing.

Thanks for the response.

I wasn't sure about this decision myself as well; but seeing how some games just use the gpu as much as they can, I didn't want my fps to drop by 10/20% just for having a video playing on the second monitor or the video stuttering.

I don't think there is much performance difference if at all in game for Intel vs AMD. If you prefer, you could always get an intel i9-10850K/10900K. It is still a beast of CPU.
