Curious about stubborn dust on GPU fans

I cleaned out my PC for the first time in a while today and I noticed that on the bottom of my fans, opposite of the side facing me, there's a layer of dust caked on the blades. They're pretty stubborn and blowing air didn't really do anything. I'm not noticing my GPU being any worse than normal so can I assume that this stubborn dust is normal to some degree? I would really like to avoid cleaning that if at all possible since I know I can't take apart my GPU for that sort of thing. I assume the dust that needs to be rid of would have been blown off from the duster? Thoughts?

Best solution is to replace the fans, any kind of dust on fans is a bad omen.
