You can change your power settings (Right click Windows button) to Balanced as opposed to High Performance to allow the CPU to throttle on idle.

hi i got a mid range pc with these specs:

Processor:
Intel Core i7 8700 @ 3.20GHz    
Coffee Lake 14nm Technology
Video Card:
NVIDIA GeForce GTX 1060 6GB

Motherboard:

PRIME Z390-A

16GB ram at 2666mhz 

ISSUE:

Lately I was noticing  that my PC is louder and I saw that while leaving the pc alone the CPU still run at 4.30 - 4.40 GH averagee

even with just less than 5% load so idk how I can fix it and sadly I am not good at asking the right quotations on google so I couldn't find a lot about it … 

can the fact that's its on high speed like that will make it degrades faster ?

I have also notice my temps are really high lately at 76 C on games like Rocket League on my GPU 

I will appreciate it for some advice and how to make my CPU turbo only when it needs too

76c is low temps

As long asw it bosots when uynder load i wouldnt worry

bruh

76c is a good temp for gpu

 

And the cpu turboing on light loads is normal but if you want you can lock the maximum turbo multi on all cores (46) in the bios and lower your volts, maybe youll get around 1.25 but have 1.3v as a starting point and lower from there

ty it worked and now the pc wont roar for no reason
I want to say to evryone here tyvm only took u 7m for peploe to help me tyvm !!!
BTW on the power option i saw it was on a razer optimal setting for preforcment so i think that was the isusse on this
