Windows not wanting to reset

That sounds like the installation source files are not in the system partition. If your haven't made a recovery usb, you will need to do a fresh manual install of wUSB,.

If it came with windows 8 or newer, you will have a hardware ID taken registered with Microsoft that matches your machines hardware. Once windows connects to windows update it should self activate.
