Lighting is lighting, not that it matters.

 

What are the differences between the two in terms of specs, price, etc.?

 

There's multiple versions that fit this description, and you should be looking at 16GB (2x8GB) kits, not 8GB kits.

I understand but Im on a budget, The corsair is 3200Mhz and the Hyperx is 3600Mhz

If you want some good memory: Crucial Ballistix 16 GB (2 x 8 GB) 3600Mhz CL16   [$93.99 USD]

If you some good memory with RGB: Crucial Ballistix RGB 16 GB (2 x 8 GB) 3600Mhz CL16   [$109.99 USD]

 

Neither of the ones you listed are that good on a budget. If they're cheap, it's probably because they have a higher CAS Latency (typically CL18 on cheaper models).

I need rgb ram for at least 69 dollars, I'm not joking. 5000 rub is equal to 69 dollars but anyways, I need rgb ram for 69 dollars

I opened the partpicker link and clicked amazon and it costs 125 usd. I would appreciate if you looked at dns-shop.ru its our tech store, like micro center

16GB of RGB ram for $69 may not even be possible in your market, in which case you should consider sacrificing pointless aesthetic luxuries like RGB to hit your budget.

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe.
