Maybe Ryzen 3 3200G/Atlhon 3000g/Atlhon 200/220/240ge, budget a320, dual channel 8/16gigs of 3200mhz ram and a 240 SSD 2.5 will be your best bet, Also if you got a tight budget try to wandering around used market to get a decent deal. Note tho new 3200g can be really overpriced in some retailer for some reason

 

But for really tight budget you might have to NOT so much expecting it to be performing like a beast

 

Or maybe if you do, Try a cloud service game. Like from Geforce now, If you're like Really Really want to play a decent game at 60fps.

Pre ryzen apus are garbage, like 120$ for some pos thats weaker than a 2200g? Come on just get them local if they arent too expensive

 

Or not just find an optiplex 380, add a 4gb ddr3 stick for 6gb ram (if included ram is 2gb), add a q6600 and bsel mod it, and add whatever graphics card thats better than a gts 450, shove the entire thing in a 3-7$ scrap case or just lay it on a carboard box if you cant be bothered to put in another case and buy some 3 or 5$ psu locally and sell all the uneeded garbage like the stock psu or dvd. even if your local price is abit higher than mine it should still fit in your budget

The A10-9700 used to be around $85 or $90 before the chip shortage problems came, I still decided to recommend it for this build considering how extremely overpriced Ryzen quad-core CPUs are right now. Additionally, you are going to need to pay for a higher motherboard chipset to avoid potential BIOS compatibility issues using a Ryzen processor (the BIOS may come with an older firmware version which requires an older CPU for the firmware upgrade process before it will work with a Matisse CPU).

Sounds like a great plan (future upgrade compatibility options aside), although stick to the OEM power supply or spend a bit more and get a good power supply that will last you years through many build configurations.
