probably just a bad fan. RMA it or just buy a new one.

Make sure your control switch has power by connecting it to a molex connector on the power supply (I think its molex on the fan hub)

Any good 240mm fans you recommend?

Did you mean 200mm/140mm/120mm fans as don't see the Phantom 630 supporting 240mm unless you are saying 2x 120mm fans. Cougar Turbine fans are a good choice if they are availible in your area.

 

Front 1 x 200 or 2 x 140mm( 1 x 200mm included ) 800rpm

Top 2 x 200 or 2 x 140 or 3 x 120mm ( 1 x 200mm included) 800rpm
Side 1 x 200mm (Included) 800 rpm
Rear 1 x 140mm (1 x 140mm included) 1,000rpm
Bottom 2 x 140mm
HDD Pivot 1 x 140mm
