So, I build my new PC a few days ago, everything seems fine and I got all the parts installed correctly. The only thing is, it seems quite loud. From what I can tell, the noise is coming from the graphics card - up until now I was unsure of why it is so loud. However, I just wondered whether the fan on my PSU was causing it. My case is Micro ATX (Cooler Master N200), so space within is rather limited, the bottom of the GPU (where the fans are) are about 1 to 1.5 inches away from the PSU, which is mounted with the fan facing upward drawing air from the case. Would the two sets of fans near each other, make the noise? The fans are drawing air against each other.

 

One thing I'm really confused about, though, is that the noise did not begin to occur until I installed my graphics driver, eventhough the fans were still spinning. Changing the GPU fan speeds doesn't make a difference. The fan noise also doesn't start until windows is fully booted up.

Manually disable your GPU fans.  If that fixes it, theres your problem.  You should be able to set a custom fan curve with Afterburner or PrecisionX

that sure sounds like a source of wind...as @Vizzion said you can turn the fans off with afterburner or atleast make them quieter, if you don't have the time stop the fan with you finger on the flat part and see if it's much quieter :)

reinstall drivers. Usually it should be the other way around. no driver --> loud; driver --> quiet. For some reason the stock fan profile did not work while installing the driver. If reinstalling does not solve the problem use one fo the before mentioned utilities like afterburner and set a fan curve...
