RTX 3000 Founder Edition have 0 RPM mode?

I am currently looking at buying an rtx 3070 founder edition. I work with my computer, and most of the noise comes from my current graphics card, do it is very important to me to be quiet. I have not found any definitive answers. So does anybody know?

A lot of cases trap hot air at the bottom so GPUs get only hot air and the fans run at a higher RPM.

 

Easy to test, open the case and see if that stops the GPU from being loud.

My 3090 FE spends most of its time with the fans off when I'm not in a game. Even with them on I can hardly hear it.
