ASUS Hyper M.2 x16 Gen 4 only running at 4x

Just got an ASUS Hyper M.2 x16 Gen 4 to replace my 4TB WB Black HDD because it's so loud. I wanted to add two 2TB M.2 and two 1TB, but I'm fine with just the two 2TB at the least. Before purchasing, I double checked that my motherboard was compatible and I thought it was. I have an MSI MPG Z390 Gaming Edge AC. It has 3 PCIe x16 slots that can run at x16/x0/x4 or x8/x8/x4. However, I can't get the ASUS card to show up with more than x4 in the x8 slot as only one of the 2TB M.2 cards is being recognized. Does anyone have any solutions, advice, or more information on how to get this to work?

If there's a PCIe bifurcation option in BIOS, ensure it's enabled. However, it's possible that option isn't exposed because of the niche use cases for bifurcation on consumer boards.
