Thermal/Clockspeed Problem on GTX Titan X Maxwell

Hi Guys,
i've got a problem with my Titan X Maxwell...
It ran quite cool for 4-5 weeks, but know it always stays at 1001 mhz on the core and 3304 mhz on the memory (yes i've downclocked it already to keep the temps low), and in the new idle core-temp i have like 60° C.
Before that it stayed, on idle, on like 300 mhz on the core and 800 mhz on the memory at idle core-temp of 38° C. But with these kind of clockspeeds I have trouble keeping the temps in an acceptable area.
I've uninstalled MSI Afterburner twice, with a settings reset before uninstalling, i've reseted the nvidia control settings twice... 
I am kinda helpless at this point.

As a followup, might as well tell you my specs.
CPU: Intel Core-i7 3770
GPU: Nvidia GTX Titan X Maxwell on driver 466.77
MBO: Dell something proprietary

PSU: Seasonic Focus PX-750
Storage: SSD 250gb Samsung Evo 850, 2+1tb Seagate Baracuda 7200rpm
Case: Modified (in the sense of airflow) Dell Optiplex 7010MT
Additional: USB 3.0 Extention Card

I know, it aint optimal, but i am in the process of upgrading to a B550 Mbo and Ryzen 3600X

With newer versions of Windows 10 you could see what software is using the GPU, try give that a look.

My card did that too since I updated to 466.47.

Try updating to 466.79. That's what fixed it for me.

Unfortunatly... It worked for like 2 hours. And after that she clocked back up to 1001 Mhz and 3304 Mhz permanantly...
I dont know what Nvidia has done, but it screwed my Titan:D

Short update: 1 update, 2 clean driver setups later my Titan clocks back down to 135mhz on the core and 405 mhz on the memory in idle
