PC black screen at booting

So i was trying to burn something to a cd for my car, when i was finished  i tried it in my car but for some reason its was not readible. I took the cd back to my pc, try to load it in and for some reason my pc just wouldn't wanna load any folder, so i restarted it. It was stuck spinning at the restart so i force shut it down. After i turned it back on again bios started but when it was time to load windows it was just a black screen. I tought that windows corrupted so i put my usb stick, which i had window installation on, but FOR SOME REASON IT WOULDN'T EVEN LOAD THAT.

 

When it would start loading i would see that line (this one  _ ) and then nothing. Tried cleaning ram but nothing happened. My specs:
