Why do you have an ITX board in an ATX case? That's kind of a complete waste of the case, not to mention money. It'll also look really odd.

You didn't state what you're using the computer for. This changes part selection immensely.

I'd try and get CL16 RAM.

1000w is way too much, an rmx750 should be good enough. I would also get a 3080. I would also upgrade the cpu to a 5800x.

Ehhh I mean it's a lot but honestly not overkill for top tier GPUs. Especially if he wants the quietest operation.

Things I'd change:

Motherboard: Gigabyte B550 Aorus Elite | Will accomplish just as much as the Strix board and look much better in your case. -$100

Power Supply: Corsair RM750x | 1000W is like 5950X + 3090 max OC territory. -$175

Case: Corsair 5000D Airflow | Arguably the better case for your money between modularity and aesthetic. -$60

i can get 6900 XT for 1k usd$, getting rtx 3080 for that price is impossible, specialy since i wont be playing anything beyond 1440p.

If you don't plan on using it much then don't build something that high end. Completely pointless. You'll get the exact same experience with a lower end system.
