Hello, I have just bought my first computer second hand, the specs are
Ryzen 5-3600
16 GB ram
240Gb SSD
RTX 3060
750Watt psu

I have tried Shadow of the tomb raider and it is always sitting at about 30 fps on the benchmark regardless of the graphics settings, I have downloaded geforce experience to update the GPU but that didn't help it out 
when I play games it barely uses the GPU and the CPU is being used quite heavily. 

Please help I don't want to waste the 3060 by using the onboard graphics

the Vsync setting is off and the frames aren't capped, the gpu also is barely being used for other games if that helps.

What is the ram kit? (Speed, is xmp on, cas latency, number of sticks, slots numbers)

I could use some help with this!

If you go to the display settings under the Windows control panel or the new settings app, you can set the refresh rate of the screen, maybe that's set to 30hz. I doubt it but I'd check anyways.

 

Also, use DDU and wipe the gpu drivers and reinstall them. 

 

And make sure you don't have RivaTunner installed with weird settings. Since that computer is second hand and I don't know if you reformatted it, it might be installed.

So when I first played shadow of the tomb raider I actually had some performance issues where it wouldn't use my gpu effectively. To solve this i went into the 3d settings in the nvidia control panel and selected shadow of the tomb raider in out of the programs and set it to max performance and that seemed to fix it. You should also make sure the 3d settings for it don't have vsync enabled as well as it can override the vsync settings in game.
