Hard to tell with the little you've provided here. Power supply fan may not necessarily spin. Just depends how loaded it is. Better supplies and especially better supplies with higher wattages don't need the fan all the time.

Clear the CMOS and see if it boots then. Make sure your RAM is in the correct slots. For two stick, it should be slots 2 and 4 counting from the CPU side, also sometimes referred to as A2 and B2 on some boards.

CPU: AMD Ryzen 9 5900X · Cooler: Artic Liquid Freezer II 280 · Motherboard: MSI MEG X570 Unify · RAM: G.skill Ripjaws V 2x16GB 3600MHz CL16 (2Rx8) · Graphics Card: ASUS GeForce RTX 3060 Ti TUF Gaming · Boot Drive: 500GB WD Black SN750 M.2 NVMe SSD · Game Drive: 2TB Crucial MX500 SATA SSD · PSU: Corsair White RM850x 850W 80+ Gold · Case: Corsair 4000D Airflow · Monitor: MSI Optix MAG342CQR 34” UWQHD 3440x1440 144Hz · Keyboard: Corsair K100 RGB Optical-Mechanical Gaming Keyboard (OPX Switch) · Mouse: Corsair Ironclaw RGB Wireless Gaming Mouse

bios flash?

um... are you mean cmos clear?

for clearing it you just have to turn off the power supply, and short the aforementioned pin for 10 sec, and thats it, if you didnt already know

what are your overall spec?

cpu is the least likely to be dead, you can try with one ram and try to boot it
